by Tanzeem Tahafaz Haqooq Sherian Chakwal and Tanzeem would extend its
co-operation and assistance to the father of the deceased, Mirza Waliat
Khan. This was decided in a meeting of supreme council of Tanzeem that was
chaired by its president Qazi Ghulam Abbas on Sunday. The president of
Federation Tajraan District Chakwal Ch. Munir Ahmed and senior members

Butt as a secretary general and Shahid Abbasi secretary finance for the
vacant seats. The office of Tanzeem was also established at Butt Market

A belated cry
A belated cry
by ,.iqbal
Holding the donors conference 42 days after the earthquake was a ridiculous and belated cry for help. Yet more painful was the fact that it was held without adequate preparation. No consensus was evolved within the country on how to best deal with the catastrophe in terms of generating the required funds and spending them with a view to optimum results.
As expected the conference succeeded only in extracting pledges, the majority of which had already been made earlier. For example, India reiterated its promise instead of coming up with something more. What a response to all the flexibility shown by General Musharraf on Kashmir and other disputes.
In any other country this conference would have been held on the fourth day of the disaster. But sadly, the people at the helm of affairs not only failed to ascertain the magnitude of the catastrophe in a timely manner, they also continued to conceal the number of casualties and other losses by misleading the world. This practice continues to this day.
Who can set store by the sincerity and capability of a government that wasted three precious days in rescuing over a million people trapped under debris while its top officials kept contradicting media reports of the death toll, calling them exaggerated. And the criminal negligence in saving the lives and limbs of those wounded is still continuing, in addition to wasting more precious opportunities to attract the world's attention towards helping out the country.
What is more, the government failed to prepare complete and authentic figures for the donors conference. The World Bank and the Asian Development Bank put the number of affected people at around 3.5 million and the affected area at 30,000 kilometres. The job we should have done, others did for us.
Unfortunately nobody can correct the so-called spokesmen of this government who kept telling the world that the death toll was much lower than reported. Then, after sharp criticism from the media and concerned citizens, they started maintaining that "enough relief has arrived and the situation is under control. The army has transported relief goods to every nook and corner, and supply has exceeded our requirements." Who will hold these people accountable for damaging 'national interest' despite appeals by the UN and other relief organisations to put an end to the propaganda and reveal the truth?
The National Assembly was in the second day of its session on October 8 but parliament was not taken into confidence. Despite protest by the opposition, quake-relief operations were shielded from parliamentary scrutiny, supervision or management. The 'elected' prime minister who is the constitutional head of government played second fiddle in every decision.
No rules of business were decided for relief measures or use of funds, but what we do know is that funds are not open to audit or subject to accountability and regulations. Particularly questionable is the record and repute of those involved because supervision by controversial figures has made the entire effort contentious by denuding it of public confidence. At the same time, President Musharraf has announced legal immunity for all army officers involved in the relief operations.
Most regretful is the fact that the US and the West, for whose interests Musharraf made Pakistan a front-line ally in the so-called war on terror, sent in relief worth peanuts compared to what was donated by Saudi Arabia and other Muslim countries whose citizens Islamabad has been arresting and sending to Guantanamo Bay for detention without trial.
What more glaring proof do we need of the failure of our foreign policy? The same West sent relief worth over $12 billion and one thousand helicopters to the tsunami-hit countries. Although the October 8 earthquake was far more disastrous, the same West refrained from helping out Pakistan and sent only $30 million relief against our demand of $5.5 billion while promises were made to the tune of $150 million. They sent only 40 helicopters for relief work. These double standards of the self-styled champions of humanity and human rights have not only exposed their insincerity towards Pakistan but are also a slap in the face of our rulers.
This reality has also highlighted the shallowness of General Musharraf's slogan of 'Pakistan first'. The response of the Muslim world, before and during the donors conference, was proof enough that Islam played the key role in collecting earthquake-related relief for Pakistan. It is also a glaring fact that a huge amount of relief goods was collected inside Muslim countries but could not be transported to Pakistan because of the red-tapism of our bureaucracy.
At present much uproar is being made for acquiring tents whereas the reality is that the time for tents has come and gone; only concrete houses can now save the people from death in the coming months. Anyone will tell you that a canvas tent cannot protect people from freezing temperatures and snowfall. The government wasted precious time in supplying tents to the affected areas. So far 200,000 tents have been distributed in the quake-hit areas by NGOs while the government has supplied 120,000 against a total estimated demand of 600,000.
Why government officials failed to understand this stark reality is beyond comprehension. In fact, a mafia of tent traders under official patronage is out to make billions of rupees by supplying low-quality tents made of cloth instead of canvas. To protect this mafia the government has put a ban on the private purchase of tents until November 30. The UN, which had called for tenders for tents, had to back out after this ban.
Representatives of donor agencies are justified in their demand that relief funds should be audited by the Auditor General of Pakistan instead of military authorities. Our demands to the government at this juncture are:
1. Instead of handing over operations to the military, relief and rehabilitation of quake victims should be performed under a transparent system and the supervision of a high-powered parliamentary committee, as well as through the collaborative procedure adopted by NGOs.
2. Rulers must cut down their luxurious expenditures and new construction and renovation of the GHQ should be postponed.
3. An appeal should be made to resident and overseas Pakistanis to generously help their fellow people. The spirit of sacrifice is immense in our nation, and it can provide us with enough so that we don't require a world donors conference, provided everyone has the confidence that their hard-earned money will not be embezzled.

The volunteer spirit
Volunteerism has become a worldwide phenomenon. It is mostly promoted and sustained by non-government organisations (NGOs) which meet their financial requirements largely from private donations. A government sometimes also seeks volunteers and organises them to help people who have been struck by some natural calamity like a flood, hurricane or earthquake. But hardly any government runs a volunteer organisation on a permanent basis. The government by its nature functions in a leisurely manner and its activities are tightly compartmentalised. Its response to emergencies will therefore always be slow, especially in an emergency like an earthquake which unlike a hurricane or flood is unpredictable and comes without warning.
A voluntary organisation established and controlled by the government can never match the speed of an NGO in responding to a disaster. The search and rescue team of RAPID UK was in Islamabad within 24 hours of the quake. RAPID learned of the earthquake at 7 a.m. British time and its team was airborne for Islamabad at lunchtime. In a few hours it had selected volunteers from its ranks, retrieved search dogs from its kennel, collected highly technical equipment and finalised travel arrangements. RAPID is entirely funded by private donations; it does not have a single salaried employee and the volunteers own the equipment they use for search operations. The only sponsorship it receives is free passage from British Airways to the scene of disaster.
Despite being the most resourceful entity in the country, the government just cannot sustain a voluntary organisation. It cannot match the efficiency and rapidity of a charitable organisation like the Edhi Trust, whose volunteers are the first to reach the scene of disaster. Edhi provides a nationwide ambulance service including helicopter ambulances. He provides burial services at nominal charges. The police hands over bodies of unidentified accident or crime victims to Edhi for burial, which he does without charge. The Edhi Trust looks after destitute persons and those who cannot find their way back home because of memory loss. Edhi's is the only Pakistani NGO that sends volunteers to other calamity-hit countries. Its operational costs are met entirely through voluntary donations from private individuals or non-official entities. People place more confidence in Edhi than in the government. Women donate their gold ornaments without bothering about a receipt. The donors feel sure that their donations will be spent honestly and for a good cause. They do not expect the government to fit this standard. Edhi has never sought or received monetary help from the government.
Volunteerism has become so important that even the United Nations has an organisation called UN Volunteers (UNV). It supports sustainable human development globally through the promotion of volunteerism, including the mobilisation of volunteers. It serves the causes of peace and development through enhancing opportunities for participation. It is universal, inclusive and embraces volunteer action in all its diversity. It values free will, commitment, engagement and solidarity, which are the foundations of volunteerism.
According to the United Nations, volunteering brings benefits to both society at large and the individual volunteer. It makes important contributions, economically as well as socially. It contributes to a more cohesive society by building trust and reciprocity among citizens.
Now that the government has launched the National Volunteers Movement, it should try to make it a success. So far very sketchy information is available about its structure and fields of operation. The only definite information people have come across so far concerns the high-level appointments of its functionaries: Mr Mohammad Ali Durrani, recently elevated to the post of special assistant to the prime minister, has been named NVM chairman; a retired brigadier is its chief coordinator and a retired colonel the director of operations. The NVM will probably be tempted to establish its regional and operational offices in provincial capitals or even at district levels. This trend is not uncommon. Government departments all over the world expand and flourish infinitely.
The government would do well to make the operations of NVM transparent. The NVM is obviously going to come with an elaborate secretariat. The people would like to know how its monetary requirements will be met, from the national budget or from donor money.
So far there has only been loud thinking about the tasks that could be entrusted to the volunteers registered with the NVM. President Musharraf has mentioned the following tasks: (i) male volunteers could be entrusted with building houses and organising tent villages; (ii) female volunteers could be assigned to schools, hospitals and camps; (iii) volunteers could play a productive role in tree plantation drives; (iv) they could bring traffic discipline in the country; (v) they could also strive to discipline this nation; and (vi) persuade the highlanders to come down to a relief camp.
The volunteers could perform tasks one, two and three without any problem. However, to expect them to discipline traffic and the people at large is asking too much. How could they be successful where the police with unlimited powers has failed? The solution lies in enforcing traffic rules. Enforce the rules and discipline will ensue. Task four is doable; the volunteers could initiate this task by persuading people to adopt the habit of forming queues.
Volunteering has a meaningful, positive impact on the community. It is two-way traffic with many benefits for the volunteer as well. When volunteers help a cause or a person or a political campaign or build house for the homeless, they experience the real world. They can use this experience to explore career interests. Volunteering brings together a variety of people.

For Number 2- try to calm down that man in a secret way make him friend by offering him different privileges but remember don’t engage him in debate openly in public place or web page.
For number 3- make your self-silent for time being and wait for right time when you can take revenge or you can trap him for punishment.

Two News Items From Kh. Suqrat Babar from Chakwal
CHAKA, Nov 6: The senior vice-president of Pakistan Muslim League and
former Federal Minister Lt. Gen. 짰 Abdul Majeed Malik said on Sunday that
the forward block in Pakistan Muslim League was underway as the forward
block members have contacted him and offered the leadership of the block,
however this offer was dismissed by him as he don’t believe in negative
politics. He was talking to the newsmen at his residence. He further told
that his point of view was upheld as he proposed in the meeting of Central
Executive Committee of Pakistan Muslim League in the presence of Prime
Minister Shaukat Aziz and President of Pakistan Muslim League Ch. Shujaat
Hussain that local bodies’ election was partyless therefore the nomination
of District and Tehsil Nazimeen by Pakistan Muslim League was not only
unlawful but against the spirit of local bodies’ ordinance. Gen. Majeed
Malik further told that he then feared that these nominations would harm
Pakistan Muslim League and now the majority of these rebels MNAs were the
affectees of local bodies’ election. Replying to another question Gen.
Majeed Malik declared that his group would fight District Naib-nazim and
four Tehsil Naib-nazimeen of District Chakwal in all the five seats and he
vowed to play its due role in the local politics of District Chakwal and he
still feels that District Chakwal was also badly affected during the recent
local bodies’ election due to so called nominations as Pakistan Muslim
League was divided in two sections.

Please read it
Shahid Azad= 1/2 PANZ
Its very easy to sit in the rooms write and do nothing els just critisize those who are the real founders of Modern PANZ. Shahid Azad is the one who destryed old politics and kursiism of PANZ and showed the people of Auckland how to serve the community, He changed the system of PANZ though he is not the meber of the PANZ cabinet but still doing more than cabinet on his own costs. He is suffering for the Paki people from the last three years. Shame on the people who can think in the wrong way about him, these are the people whose own minds are full of curuption, the curuption is inside their blood and every one knows them what they did to Pakistan? Now they came to Nz but they will never suceed as they did in Pakistan. They have no courage to show their I,D and come face to face. Every one got the freedom of say, My say was to send a team here as from my experiance here I know that the President of Pakistan can not go door to door to distribute money or Army can not do it on thier own as they got their own reposibiltiy and the rest are luteeras who are sucking the blood of their brothers and sisters. I swaer to Allah that when I was doing shoping for the quacke victoms I saw the Unicef tents for sale in the Marckets of Pakistan. I swear to Allah when GOP said that no tents available here on the same day I my self found tents and bought it in 2 hours. I swaer to Allah that local Nazmeen stored the needs tents, blankets which were sent for the victoms. I trust Army and the President But I do not trust for a single sent on the rest of the GOP. If the contaners are sent to the President is the President is going to distribute it or the People of Pakistan??? Who do u think are better to distrubute it? Pak people or PANZ cabinet members who made the effots to collect it?
