Why I Didn't Vote - Ashraf Choudhary

New Zealand's first Muslim MP, Ashraf Choudhary, says his decision to abstain on the vote decriminalising prostitution was not wimpish or a "cop out".

"I had a considered and deliberate view that I would not vote for this bill because of my faith, my background - and my community would not expect me to vote for it.
"I'm pleased I didn't vote for it.
"But for me to vote against the bill would have negated the potential benefits for those unfortunate women who are in that situation."
"I said to them I would not vote for it because it is against my own beliefs and it is against the community's beliefs."

Dr Choudhary's abstention and the surprise decision of Labour MP Luamanuvao Winnie Laban, a church elder, to support the bill secured the win.
Both said Prime Minister Helen Clark did not lobby them to support the bill.

CHAKWAL JUNE, 29. Eighteen years old young employee of Municipal Committee Chakwal was murdered at Village Mona between Thursday and Friday night some 15 kilometer from here in the area of Dhudial Police Station. The motive behind this murder was a dispute of money that was owed by the accused to the deceased. Sajjad Ahmad S/O Ch: Niaz Ahmad resident of mohallah Sar Park Chakwal went to Village Mona along with his friend Fayyaz Ashraf to collect the money from Najam Rauf S/O Abdul Rauf. On this occasion both exchanged hot-words and Najam Rauf along with Muhammad Zahid, his father Muhammad Zulfiqar and Noor Ellahi S/O Ghulam Muhammad opened indiscriminate firing on Sajjad Ahmad resulting killing him on the spot. Fayyaz Ashraf was managed to make good his escape from the scene. Dhudial Police on the report of Aftab Ahmad, the brother of the deceased registered a case and arrested three accused and registered murder case and started investigation.

CHAKWAL JUNE, 29. A FIFTH birthday of former Prime Minister Benazir Bhutto was celebrated on Friday and fifty-pound cake was cut by the President of Pakistan People’s Party District Chakwal Sardar Nawab Khan. The candidate of National Assembly of PPPP Sardar Khurram Nawab, Malik Lal Khan, Zafar Baloch and Hakeem Nisar Ahmad spoke on this occasion and they were of the view that the return of Benazir Bhutto the country is the need of the hour and country is facing biggest crises and there is political vacuum in the country. A resolution was also adopted in which it was demanded that all the cases against Asif Ali Zardari should be withdrawn forthwith and Asif Ali Zardari should be released forthwith. The President of Pakistan People’s Party District Chakwal Sardar Nawab Khan alerted the party workers that they should start their preparation for the general election as it can be held with in March, 2004. Sardar Nwab Khan predicted that Pakistan People’s Party will sweep the pool if the people of the country will be allowed to exercise their vote according to their will.

CHAKWAL JUNE, 29. District and Session Judge Chakwal Ch: Riaz Ahmad acquitted an accused of Village Chak Bhoun involved in a hadood ordinance case by giving him the benefit of the doubt. According to the prosecution accused Muhammad Zafran S/O Qurban Hussain tried to sexually assault Fouzia Noreen W/O Sultan Sikandar on 8th September 2002 and Saddar Police Chakwal had booked him under hadood ordinance. The prosecution was failed to prove the case and the benefit of doubt was given to the accused. In the meantime Judicial Magistrate Section-30 Mr. Shahid Islam has awarded eleven and a half years rigorous imprisonment collectively to an accused Safdar Hussain S/O Ghulam Hussain resident of Village Makhial. The accused had killed two young brothers riding on cycle with a speedy tractor and one of them was killed while the other received multiple injuries.

    CHAKWAL JUNE, 27. Punjab Government has provided rupees 20 millions grants to District Government Chakwal for the uplift of Kallar Kahar lake. This grant was announced by Governor Punjab Lt. General 짰 Khalid Maqbool in a referendum compaign when he addressed a big public rally at Chakwal. District Nazim Sardar Ghulam Abbas had a meeting on Wednesday with Secretary Forest Sajid Hussain Chattah, Director General Punjab Fisheries, Director General Tourism and DCO Chakwal Mr. Sajjad Salim Hotiana at Kallar Kahar rest house. District Nazim was told that encroachment around the Kallar Kahar is stopped forthwith and the measurements were also taken to remove the existed encroachment round the Kallar Kahar lake. Secretary Forest told that a special compaign of foresting will be launch around Kallar Kahar lake and this compaign will be ended on 30th September 2003. District Nazim speaking on this occasion told that District Chakwal is heaven of archeology and it had significant importance. He told that the District Government have allocated funds for the improvement of Katas Raj and Gandhala Bagh. He further told that sold rest houses located at Kallar Kahar and Choa Saiden Shah will be commercialize for tourism purpose and all facilities will be available in these rest houses for tourist visiting this area.

    CHAKWAL JUNE, 27. The fake cases against the two senior journalist of Attock should be dismissed forthwith otherwise the journalist community of Rawalpindi Division will launch a protest compaign to make solidarity with the two journalists. This was decided in a meeting of executive committee of Divisional Union of Journalist and it was chaired by Divisional Chairman Kh: Babar Salim. A resolution was adopted on this occasion and it was demanded that an impartial inquiry should be conducted and justice should be ensured to end the concerns of journalist community.

    CHAKWAL JUNE, 27. A young man was killed at Village Dhatta Kot in the area of Choa Saiden Shah Police Station at Choa Saiden Shah-Kallar Kahar road on Wednesday while travelling on the top of the bus. The deceased Muhammad Zahid S/O Saif Ali resident of Village Maghal was travelling on Bus No.3785 and when the bus was travelling near Village Dhatta Kot his head was hit by a tree along side the road, resulting his immediate death on the spot.

    I would like to mention one of our community members who has become a member of parliament in NZ with the background of being a Scientist in agriculture and is a muslim from Pakistan.
     
    He has been marginal by his closest, but mind every muslim that Dr Ashraf Choudhary should not be mistrusted. He is the man of Principal and his stand in Parliament was very genuine and he never ever realised that "good riddance of bad rubbish" but ended up in a huge critisism by the fanatic and illiterate muslim.
     
    I strongly suggest that they should have a snooze and sniff and forget it. And get on with their lives. We should not have sneak in hand to deal with the future.

    Hon LIANNE DALZIEL (Minister of Immigration): Yes, I received a report on the fiscal impacts of immigration on 16 April 2003. I am pleased to able to say that this report noted that migrants are fiscally positive to New Zealand. Although $4.1 billion was detailed as costs with regard to Government expenditure, this was offset by the $5.8 billion government revenue migrants contribute, a net benefit of $1.7 billion.

    CHAKWAL JUNE, 26. District and Session Judge Chakwal
    Ch: Riaz Ahmad on Tuesday awarded two years rigorous
    imprisonment to a drug pusher and he was also fined
    rupees two thousand and in default he will have to
    under go one month’s more imprisonment.  The accused
    Ghulam Abbas resident of Village Maingan was booked by
    Saddar Police Chakwal a year ago and five hundred gram
    chares was recovered from him.  The prosecution proved
    the case during the trial and the learned Judge
    awarded sentence to accused.

    CHAKWAL JUNE, 26. A speedy bus turn turtled on
    Lahore-Islamabad motorway near Village Pir Khara some
    35 kilometer from here, resulting multiple injuries to
    20 passengers.  The bus RPT-5176 was on its way to
    Faisal-Abad to Rawalpindi and it was driven by driver
    Muhammad Afzal S/O Faqir Muhammad resident of
    Faisalabad and during a sharp turn near Village Pir
    Khara due to over speed driver lost control over the
    buss and it turned turtled, resulting injuries to all
    the passenger on the road, however 20 of them were
    shifted to Fauji Foundation Hospital Kallar Kahar for
    medical treatment.  Kallar Kahar Police registered a
    case and started investigation.

    CHAKWAL JUNE, 26. Akhbar-Faroosh is that community in
    the country that is earning its lively hood through
    hard work and this is the reason that this community
    had a coordination with the press man of District
    Chakwal and due to this combination Akhbar Faroosh who
    were considered to be un-wanted in this society are
    now living honour and grace.  This was stated by
    President of Divisional Union of Journalist Kh: Babar
    Salim Mehmood in a reception that was hosted by
    Chakwal Nama group of newspapers in the honour of
    Akhbar Faroosh Union District Chakwal on Tuesday at
    Chakwal Press Club.  The reception was presided over
    by famous newsagent Mr. Arshad Abbasi.  Those who
    spoke on this occasion are President Akhbar Faroosh
    Union District Chakwal Malik Ghulam Ali, Poet of
    Motorway Raja Javid, Chief Editor Weekly Wanhar Atif
    Rasheed, Vice Chairman Press Club Muhammad Khan Aqil
    and Abid Minhas.  The office bearers of Chakwal Press
    Club and Akhbar Faroosh Union largely attended the
    reception.  Kh: Babar Salim assured the Akhbar Faroosh
    community that efforts to establish Akhbar Market in
    Chakwal City will continue and all out cooperation
    will be extended to Akhbar Faroosh community in this
    regard.  Malik Ghualm Ali in his address was of the
    view that pressman and Akhbar Faroosh are the part and
    parcel and there combination and coordination is
    cordial and this is the main reason for the promotion
    of real and true journalism in District Chakwal.  He
    condemned the role of some local newspapers who are
    blackmailing the people of District Chakwal and Akhbar
    Faroosh Union will not sell their newspaper until
    unless they will leave yellow journalism.  In the
    meeting a resolution was adopted unanimously regarding
    immediate withdrawal a fake cases against the two
    senior Journalist Nadeem Raza Khan and Javid Iqbal
    Attock City.  Fateh Khawani for the departed soul of
    renowned journalist Azad Kousari was also offered.
    Later on a lunch was given in the honour of Akhbar
    Faroosh Union by the Chakwal Nama group of newspapers.

    You are driving along in your car on a wild,stormy night. You pass by a bus stop, and you see three people waiting for the bus:

    2) An old friend who once saved your life.

    3) The perfect woman you have been dreaming about.

    Which one you choose to offer a ride to, knowing that there could only be one passenger in your car. Think before you continue reading....................

     

     

    This is a moral/ethical dilemma that was once actually used as part of a job application.

    You could pick up the old lady, because she is going to die, and thus you should save her first; or you could take the old friend because he once saved your life, and this would be the perfect chance to pay him back. However,  you may neverbe able to find your perfect dream lover again as the third one.

    The candidate who was hired( out of 200applicants) had no trouble coming up with his answer. He simply answered:

    "I would give the car keys to my old friend, and let him take the lady to the hospital. I would stay behind and wait for the bus with the woman of my dreams."

The no confidence against the speaker of National Assembly will be defeated or accepted, but in both ways the Government will be looser and if it was not accepted, then the Muthida Majlis-e-Amal with the help of all other opposition parties will go into the masses and the people of NWFP and Balochistan will play the difference in this compaign. This was stated by Chief of Tanzeem-ul-Akhwan Moulana Muhammad Akram Awan at Darul-Irfan Munada on Monday while talking to the newsmen. Moulana Akram Awan was of the view that the Government is behaving like a kingship and shown no flexibility this paving the way for direct confrontation with the strong opposition parties. Moulana Akram Awan predicted that the future of democracy is very bleak and the imposition of fourth Marshal-law is not ruled out. Replying to an other question Moulana Akram Awan told that the experiment of caretaker Governments in the center and four provinces will not be matured and General Pervaiz Musharraf will be in deep trouble. Moulana Akram Awan advised to the Government that they should accept the principal stand of the MMA regarding on uniform and give the deadline of the uniform. Moulana Akram Awan warned that recognition is Israel is very harmful and this is the American agenda on which our rulers are working from the past many years.

General Pervaiz Musharraf announced this grant to Tehsil Municipal Administration Chakwal on the recommendation of District Nazim Chakwal Sardar Ghulam Abbas during his referendum compaign and after meeting with the Nazmeen of Rawalpindi Division at Punjab House. Rupees 100 millions is to be provided by the Federal Government while an other 100 millions will be given by the Punjab Government. Initially it was assumed that this grant is to be released to Tehsil Municipal Administration Chakwal for water supply scheme Chakwal and sewerage system and the correspondence between TMA and concerning department was under way and District Nazim Chakwal objected that this huge amount should be spent in all the three sub divisions of District Chakwal and in this regard all the five MPA’s from District Chakwal also send a memorandum to Chief Minister Pun jab this grant should be divided in all the three Tehsils. District Nazim Chakwal Sardar Ghulam Abbas summand a meeting of all Tehsil Nazims and Naib Nazims to discuss the matter and unanimously it was decided that this grant should be disbursed equally among all the union councils as there is a shortage of drinking water especially in the far-flung areas of District Chakwal.

    Hot News (24th June)

    CHAKWAL JUNE 24:	A 24 year old married man was murdered at Dhakoo Road Chakwal in between Saturday and Sunday night on a domestic dispute, however city police Chakwal arrested the two killers involved in this case but the main culprit was managed to make good his escape from the scene. The deceased Iftakhar Ali wanted to re-marry with the daughter of Ghulam Sakeena who was a widow, but Ghulam Sakeena wanted that Iftakhar Ali should marry her. The deceased Iftakhar Ali went to the house of Ghulam Sakeena and asked the hand of her daughter but she refused and in the mean time the two sons of Ghulam Sakeena, Muhamamd Irfan and Imran Haider who were also sitting in the house, Muhammad Irfan took out pistol and shot Iftakhar Ali dead on the spot. However Ghulam Sakeena is narrating a different story and she was of the view that Iftakhar Ali had a bad eye on her and her young daughter and on the day of occurrence Iftakhar Ali stormed in to the house and started sexually assaulting her and in the mean time her young son Muhammad Irfan came into the house which got infuriated him and he fired pistol shorts on Iftakhar Ali and he was killed. City police Chakwal on the report of Muhammad Nawaz Sadeeqi son of Ghulam Ali registered the case against the accused and arrested Ghulam Sakeena and her son Ghulam Haider but Muhammad Irfan is at large.  CHAKWAL JUNE 24:	City and Saddar Police Chakwal in two different operations nabbed two narcotics sellers however the third accused was managed to fled away from the scene. City police arrested Raja Azhar Rehman son of Fazal Rehman resident of village Kariala and recovered three bottles of liquor from him however his co accused Khalid Mehmood son of Hussain Muhammad resident of Mohallah Chishtian Chakwal was managed to make good his escape from the scene. In the mean time Saddar Policed Chakwal nabbed a Drug pusher Irfan Rasool son of Ghulam Rasool resident of village Mureed and recovered 105gm Chara from him. Both the accused later on sent to the judical lock up.  CHAKWAL JUNE 24:	 Chief Justice Lahore High Court Justice Iftakhar Ahmed Ch: transferred additional Disst. And session judge Talagang Mr. Allah Bakhish and posted him as additional Distt. and session judge Mandi Bahaudin. The additional Distt. and session judge of Shekhupura Muhammad Iqbal Khan was trasfered to Tala Gang. Both the judicial officers were directed to assume their new responsibilities forth with.

    CHAKWAL JUNE, 23. Acting President and Chairman
    Senate Muhammad Mian Somro has said that democratic
    institutions in country have been restored and these
    are all functioning properly to solve the problems of
    the people and there is no immediate threat of
    desolation of assemblies, however opposition should
    have to behave positively to strengthen democratic
    culture in Pakistan.  He was talking to newsmen on
    Saturday after inaugurating Makkah Education System
    Talagang.  Chairman Senate further told that the no
    confidence motion against the speaker of National
    Assembly is democratic right of opposition and if
    opposotion also wanted to bring no confidence motion
    against him, it is also their democratic right and
    these process will surely paved the way for strong
    democracy in the country.  Replying to an other
    question Mian Muhammad Somro offered himself as
    immediator if the opposition will come out with
    positive suggestion regarding LFO and other important
    matters and the Government did not close the dialogue
    with opposition and the doors of Government is open
    for the opposition.  Acting President was confident
    that the situation will improve and their will be
    reconciliation with the opposition.  Replying to an
    other question regarding the recognition of Israel,
    the Acting President told that foreign Ministry has
    taken up the issue and he will propose and recommend
    their report in this regard and then the matter will

    of Education, Mian Muhammad Somro was of the view that
    quality education is the need of the hour and the

    Education System while the problems faced by the area
    was highlighted by Professor Akbar Khan Niazi.  The

    Talagang and a Technical Training College for

    Union Council Buchal Kalan will be held on 26th June
    at the court of District and Session Judge Chakwal.
    The loosing Nazim Malik Akhter Shahbaz had filed a
    petition before Election Tribunal / District and
    Session Judge Chakwal and both the nearest rival
    candidates secured same number of votes and Returning
    Officer decided the matter with the consent of both
    the candidates on toss and in this process Malik
    Ashraf Zaki was declared winner.  Malik Akhter Shahbaz
    in his petition alleged some bogus voting in the
    election.  Election Tribunal comprising District and
    Session Ch: Riaz Ahmad after hearing the arguments
    from both sides 26th June as final date and the
    verdict in this important petition will be announced
    after the counting of votes.

    CHAKWAL JUNE, 18: Ispector General Punjab Police presented the idea of establishment of 400 police check posts on highway and punjab Chief Minister Ch: Pervaiz Ellahi approved this gigantic project and the work on the construction of these check posts will be started from the 1st july 2003 and ten check posts will be constructed at the District Chakwal on different highways and in this way fifty percent crime rate will be reduced in the province. This was stated by SSP Chakwal Ch: Muhammad Zman Langrial at Chakwal Press Club after attending a reception in his honor given by Additional Secretarty Chakwal Press Club Mr. Asif Farooqi. ASP Saddar Circle Ishfaq Ahmed, DSP Headquarter Ch: Hanif Ahmed were also present on this occasion. SSP Chakwal further told that District Chakwal is a peaceful District and law and order situation is well under control and the high wasy robberies occured in the past one year, eighty percent of them were recovered by Chakwal Police and challaned of these robberies was sent to the court. He further told that there is no political pressure in District Chakwal and the relation between elected representatives and Police are ideal and both the parties are working hard for the rule of law and no fake and bogus cases were registered against the political opponents. Replying to an other question SSP told the people of Chakwal are very disciplined and the literacy is more than 54 percent and all the robberies that were committed in District Chakwal, the accused were mostly from other Districts. SSP Chakwal also appreciated the role of Chakwal Press Club and was of the interview that journalist community of District Chakwal is the custodian of human rights and are working for the supremacy of the law in the country. He further said that without the cooperation of press, Police cannot deliver, therefore, it is the need of the hour that Press and police should work together to curb the crimes and provide justice to the down trodden people. SSP Chakwal was briefed about the working of Chakwal Press Club and he announced that he will provide assistance for the smooth surface of the adjoining land to the press club for establishment of tennis and badminton court.

    CHAKWAL JUNE, 18: District and Session Judge Chakwal awarded one year rigorous imprisonment to a drug pusher Muhammad Naseem resident of Oudherwal on Wednesday. Saddar Police Chakwal booked the accused a year ago and 205 grams heroin was recovered from him. The accused was also fined rupees one thousands and in default he will have to undergo one months more imprisonment. In the meantime Kallar Kahar Police recovered a 30 bore pistol from Ansar Mehmood S/O Muhammad Razaq resident of Makhial while Buchal Kalan Police check post also recovered 32 bore pistol from Sohail Abbas S/O Muhammad Razaq resident of village Makhial while Dhudial Police recovered a bottle of liquor from Waseem Anjum S/O Muhammad Hassan resident of village Jatli. Police registered three seprate cases against the accused and started investigation.

    CHAKWAL JUNE, 18: A contractor, two masons and an electrician were looted on pistol point near village Mangwal and the six armed dacoits snatched thousands of rupees from them and were managed to make good their escape. The contractor Mehboob along with two masons and an electrician were on their way to Chakwal from Village Narang on Motorcycle and when they reached near Village Mangwal six armed persons stopped them and on pistol point they looted all the cash amount from them. Mithu electrician resisted and he was thrashed by the dacoits.

    CHAKWAL JUNE 16: A man was murdered at village Sadhandi in the area of Choa Saiden Shah Police Station, However police was managed to arrest the killer. The deceased Shahid Hussain exchanged hot words with the accused Fakhar Hussain and the accused was so desperate that when he went to near by jungle the accused Fakhar Hussain armed with with axe followed him and inflicted multiple injuries to him resulting the instant death of Shahid Hussain on the spot. Basharat Police Check Post recovered the dead body from jungle and after having post morterm from the hospital registered a case against the accused and arrestedthe killer and also recovered axe used in the murder him.

The women speakers appreciated devolution plan as 33 percent representation was given to the women community but unfortunately the women were not involved in the development schemes and no development funds was provided to women Distt. Councilors and they were made just a show piece in the Distt. Assembly. While on the other hand, lacs of Rupees was provided to the male members of Distt. Assembly. They demanded immediate provision of funds to the female elected councilors. Speaking on this occasion Raja Mujahid Afsar was of the view that the significant change has been surfaced as the women were given fair representation in the new local bodies system as no society can progress without the physical involvement of women.

    Brief History of PANZ

    Brief History of PANZ
     
    PANZ was Incorporated on (28 Nov1989). It was Stuck Off from company office on (05 Aug 2002). Second time it was incorporated on (28 Aug 2002) by 22 members. All these members are founder of PANZ (2002).  According to New Zealand any incorporative need at least 15 Founder members. It is unjustified and very harsh or callous to declare one person as founder of incorporative.
     
    PANZ constitution is effort of group of five Pakistani peoples including myself, Khurram Zahdi and Raja Rafaqat
     
    Billa Gee, Mateen Saddiqi, Haji Mumtaz and Asim Tuffail  jumped over form old PANZ into this new ground  to take care of new born PANZ.  To prove their loyalty all of them contributed $40.00 to $50.00 to PANZ account.
     
    That decision to baby setting new born PANZ was taken on Ground Zero BBQ Party (Billa Gee Place). All these people are senior politician of PANZ expect new comer Asim Tuffail (J.S of old PANZ).These people got control of new PANZ and apply very effective political move  to tied hands of  RAJA  Rafawat and Khurram Zahdi taking advantage of their limited political experience   at that time both were at peak of their political value
     
    On Special General Meeting on (22nd Sep 2002) Raja was filtered out from political grounds. By selecting him as executive member of PANZ with Mateen Saddiqi and Sabir Cheema
     
    Then Election was announced and all these six people (Billa Gee, Mateen Saddiqi, Haji Mumtaz , Asim Tuffail, Raja Rafaqat and Khurram Zahdi)  sat on Ground Zero BBQ and started Bandar Banth ( Monkey Distribution) for PANZ.  They disagreed on leader ship of  Asim  Tuffail ( new comer) and Ground Zero BBQ group divided into Raja and Haji Group and tug of war started.

    Brief History: I started my community welfare life when I was 14 year old when I joined Pakistan Boys Scouts. Each year during summer holidays our group went to remotes areas of Pakistan to help peoples in need. I was Founder and First President of ISO (Imima Student Organisation) in Engineering University Peshawar.
    I was elected General Secretary of ISO central command.  
    I was elected  President of Engineering University Student Union.
     
    Sept  02  I was very busy with my life because I was doing my Job with Pacific Lithium (NZ) Limited as design and research Engineer, Completing my Master in Engineering at AUT, Driving Taxi for extra money, Running my own export business Mod Limited , performing my duties  as President of Al- Murtaza Association (NZ) Inc. and Executive member of Pakistan Welfare and Culture Society and looking after my family (growing three kids).
     
    WHY I DECIDED TO BECOME PANZ
    BBQ Group has no right to impose their decision on whole community.
     
    Shah Ji and Shahid Azad in, these both candidate were offered by HAJI as President and VP,
     
    This is not true.
    In fact  I and Shahid Azad  send deal  to Jee Way Pakistan panel through  Syed Iqtadar Hussain (Ex- PANZ President) .  Make  Dr. Mobine  President, Asim Tuffail Vice president and Khurram Zahidi General secretary.  I and Shahid Azad with draw from the contest voluntarily. The offer was rejected by Jee way Pakistan.
     
    these two saw the glitter of money, office, time, revolving chairs
     
    All these thing are not new to me.
    My father was Director of United Nation in Pakistan.
    I served in Govt. of Pakistan as grade 18 officer.
    My family assets in Islamabad, Rawalpindi and Abbottabad are more then sufficient.
     
    This is a reason I rejected all these glitter of money, office, time and revolving chairs because I don’t need such types of false status symbols

    CHAKWAL JUNE 15: The trial of famous CIA Chakwal
    police Gang Rap case was adjourned for 30th june as
    the woman madical officer Dr. Muneera Jaleel was
    reluctant to appear before the court for the recording
    of her statement. The petitioners Nasreen Akhtar along
    with a counsel Dr. Ijaz Hussain Hamdani were present
    in the court of additional Distt. and session judge
    Chakwal Mr. Hassan mabroor Kiani on Saturday. The
    court again ordered DSP Sadar circle Chakwal, Woman
    Medical officer Dr. Muneera Jaleel, chairman human
    rights commission of Pakistan kamran rizwi and
    magistrate Mubeen Aslam to appear before the court on
    30 june. The division bench of federal shariat court
    remanded the case for retrial as additional Distt. and
    session judge Chakwal in 1995 dismissed the private
    complaint of Nasreen Akhtar seeking justice against an
    ASI of CIA police Chakwal and six other police and
    civil persons who allegedly gang raped her daughter.

    CHAKWAL JUNE 14: Four persons including two real
    brothers, a sister and their niece were murdered at
    village Lawasar in the area of Dhudial Police Station
    some thirty kilometer from here in the early hour of
    Saturday morning while their father received bullet
    injuries and he was shifted to Distt. Head Quarter
    Hopital Chakwal in  critical condition.
    Five persons Akhtar Memood(32 years), his younger
    brother Arshad Mehmood (28 years), his sister Farhat
    Jabeen(20) and his neice Tania daughter of Arshad
    Mehmood one and a half year old and his father Lal
    Hussain 65 years old were sleeping in the court yard
    in their house when three real brothers Abid, Doraiz
    and Sajid son of Muhammad Nawaz along with another
    accused Raana Masood son of Muhammad Shareef armed
    with automatic rifle stormed in to the house and
    opened indiscriminate firing resulting killing of four
    persons on the spot while Lal Hussain deceased bullet
    injuries. The accused after killing, fled away from
    the scene in the darkness. Lal Hussain was immediately
    shifted to D.H.Q hospital Chakwal. The Motive behind
    this brutal killing was a dispute of land and both the
    parties were closed relatives and there are various
    civil and criminal cases are under trial in distt.
    Courts. SSP Chakwal Ch: Muhammad Zaman and ASP Sadar
    Sarkal Ishfaq Ahmed rushed on the spot and audited
    immediate arrest of the killers. Dhudial police after
    having a postmorterm of the four dead bodies
    registered a case and started searching the accused.
    There is a panic and harassment among the general
    public after the incident.

    CHAKWAL JUNE, 14. Dhudial Police arrested a gang of
    dacoit and recovered illicit arms from them.  The
    dacoits were arrested near Village Sang Kalan along
    side the highway when Dhudial Police in a swift
    operation nabbed them.  Those who were arrested are
    Riaz Hussain, Muhammad Azeem S/O Muhammad Yaqoob and
    Muhammad Banaras S/O Fazal Ellahi.  Police recovered
    30 bore pistol, a 12 bore bun and 8 mm rifle from them
    and started investigation.

    LAHORE, : Prime Minister Zafarullah Jamali has said the country’s ideological identity and national values must be protected at all costs no body will be allowed to harm Pakistan.
     
    This he stated after inaugurating the new 24-hour digital satellite channel PTV National at the PTV’s Lahore Centre.
     
    Chairman Senate Muhammadmian Soomro, Speaker National Assembly Ch Amir Hussain, Federal Information Minister Sheikh Rashid, Punjab Governor Lt Gen (Retd) Khalid Maqbool, Chief Minister Ch Pervaiz Elahi, Chairman PTV and Secretary Information Anwar Mehmood were also present on the occasion.
     
    The Prime Minister said that Pakistan was continuously making progress and had now launched its fourth channel while Doordarshan had lagged behind.
     
    He said world had become a global village and its two most important aspects are the economic factor and the media factor and we cannot ignore them.
     
    He hoped that PTV National will work to improve the political situation by improving the communication between the peoples of the four provinces. “We should be able to communicate with the people of other provinces who speak different languages. We have been laying more emphasis on English and Urdu because of the former being an international language and the latter being our common language. But it is time we start real communication in local languages.”
     
    He criticised the politicians who he said loved to give interviews to foreign channels and spoke against the country. “PTV has never done such a thing and never will”, he added.
     
    Mir Zafarullah Jamali announced one-month bonus for PTV employees but kept silent about the other demand made by the Information Minister and Secretary Information.
     
    He made no commitment about the provision of Rs 100 million that will be needed to make PTV National a terrestrial channel which would enable people, who do not have access to satellite channels, to watch it. At present the channel can be viewed by people with cable TV access or those who have their own digital receivers for satellite channels.
     
    The PM said that he was a student in Lahore when PTV was launched from Lahore in November 1964. “I remember the exuberance then and I feel honoured that I have come back here as a Prime Minister and launched this channel which no doubt is a historic moment. It is interesting that people who call TV an instrument of obscenity also take interest in it,’ Jamali added.
     
    Information Minister Sheikh Rashid speaking on the occasion revealed that soon two other channels, PTV Sports and PTV Home, will also be launched.
     
    Chairman PTV Anwar Mahmood revealed that Rs 400 million announced by Prime Minister Jamali for the PTV have been received. “The process of tenders has been completed and orders for modern equipment including the latest cameras have been given. The money will be utilised before June 30 to modernise the PTV.”
     
    He said PTV National will be made a terrestrial channel within six months and for the purpose 11 transmitters will be needed. He also requested the Prime Minister to allocate Rs 100 million for the purpose.
     
    Twenty-two people suggested the name PTV National for the new channel. The name of Muhammad Shafi Bhatti of Rawalpindi was drawn out in a lucky draw. He would be given Rs 100,000 as prize money.
     
    Artistes from all the four provinces performed in different languages. Muhammad Bashir presented a Balochi song while Rahim Shah presented a Pushto song in his hip hop style. Naseebo Lal presented a Punjabi song while Taj Mastana enthralled the audience with a Sindhi song. The programme was conducted by Mustansar Hussain, Noorul Hassan and Maria Wasti.
     
    The artistes and celebrities present on the occasion included City District Nazim Lahore Mian Amir Mehmood, Usman Peerzada, Tariq Aziz, Justice (Retd) Nasim Hasan Shah, Samina Ahmed, Jameel Fakhri, Shahid Nadeem, Aurangzeb Leghari, Asghar Nadeem Syed, Kh Hasaan, Naeem Tahir, Yasmin Tahir, Naghma Begum, Shaukat Ali, Reshma, Ghayyur Akhtar, Nisar Qadri, Khalid Asghar, Reema and Shahida Mini.

    CHAKWAL JUNE 13: Choa Saiden Shah police arrested a drug pusher Iftakhar Ahmed son of Fateh Muhammad resident of Village Wahola and recovered 160gm charas from him while the city police Chakwal arrested a motor cycle lifter Kausar Abbas son of Muhammad Rafiq resident of village Thoa Bahadar and police sources told that various stolen motor cycles will be expected to be recovered from him. A grocery shop at village khan pur in the area of Dhuman police Station was burgled at night time and the valuable articles amounting thousands of rupees were stolen. Dhuman police registered a case on the report of Haji Muhammad Banars and started searching the accused.

    CHAKWAL JUNE 13: Various irregularites were found in the food support Program District Chakwal. Aitabar Khan resident of Multan khurd was paid one thousand rupees as first installment but second third and fourth installment were not paid to him and the staff of the Baitul Maal excused him for one and another reason. Aitabar Khan received a letter to collect fifth installment and he told the matter to Distt. Officer Baitul Maal Kh: Azmat who conducted the inquiry and it was found that heavy amount of installments was misappropriated and he submit his report to the M.D Batul Maal and recommended action against the staff involved in this irregularity.

    CHAKWAL JUNE 13: All the S.H.Os of Distt. Chakwal were directed to arrest proclaimed offenders in their areas and those police officials who were found reluctant will be dealt strongly and no one will be spared. This was stated by Distt. Police officer Chakwal Ch: Muhammad Zaman Langrial whiled presiding monthly crime control meting at his office on Thursday. ASP Sadar circle Chakwal Ishfaq Ahmed DSP head quarter Ch: Muhammad Haneef DSP Tala Gang Raja Muhammad Hafiz, DSP Choa Saiden Shah Riaz Barkat and DSP leagel Mira Muhammad Safdar beside all the SHOs of eleven police stations of Distt. Chakwal were present on this occasion. DPO further ordered that the patrol system should be made more effective and the supply of narcotics and illicit arms in the Distt. should be discouraged.

    CHAKWAL JUNE, 12. To provide legal and moral
    assistance to the women’s, as crises center is
    functioning at Sanat Zar Chakwal.  The women affected
    by domestic violence, sexual violence and other
    problems can approached the crises center.  This was
    told by Manager Sanat Zar Mrs. Safeer Sughra while

    CHAKWAL JUNE, 12. Two armed dacoits looted a local
    trader in the area of Basharat Police check post and
    deprived him rupees six thousands cash.  The trader
    Muhammad Ashraf of Village Harral after closing his
    shop was on its way to home when the two person which
    is suspected to be Baqir Hussain and Muhammad Salim
    intercepted him and on pistol point snatched six
    thousands cash from him.  It is learnt that accused
    Baqir Hussain belong to Karachi Police while the other
    accused Salim is a judicial deserter.  Police
    registered a case against the accused and started
    searching them.  In the meantime Saddar Police Chakwal
    recovered a VCR from an accused Khalid Mehmood S/O
    Karam Buksh resident of Pir Bukhari Darbar.  The VCR
    was stolen by the accused from the house of Muhammad
    Saeed S/O Haji Muhammad Latif resident of mohallah
    Line Park Chakwal a year ago.  Police registered a
    case and sent the accused in the judicial lockup.

    CHAKWAL JUNE, 11. Newly established civil courts at
    Choa Saiden Shah started functioning on Tuesday and it
    was inaugurated by District and Session Judge Chakwal
    Ch: Riaz Ahmad in a simple and interesting ceremony.
    DCO Chakwal Sajjad Salim Hotiana, SSP Chakwal Ch:
    Muhammad Zaman Langrial, Tehsil Nazim Choa Saiden Shah
    Malik Hafeez-ur-Rehm and other notables of the area
    was present on this occasion.  Speaking on this
    occasion District and Session Judge Chakwal Ch: Riaz
    Ahmad told that now the justice will be provided at
    the door steps of the people as people of the area
    were facing great hardships and now the hectic
    travelling will be avoided and people will feel
    comfortable.  Welcome address was presented by newly
    elected president Choa Saiden Shah Bar Malik Tahir Ali
    while the Secretary General Raja Asad Janjua
    highlighted the problems faced by the people.

    but no civil court was established despite repeated
    demands.  District and Session Judge Ch: Riaz Ahmad
    told that a judicial complex and residential houses
    will constructed very soon and the land for this
    purpose will be acquired very shortly.

    rupees 50000 when he came out from the main branch of
    National Bank Chakwal at Bhoun Road on Tuesday.

    Allama Iqbal Town Chakwal cash rupees 50,000 from the
    bank and when he came out from the bank five accused
    appear on the scene and they took Muhammad Ashraf into
    a street and started the traditional game of
    handkerchief and this process after fifteen minutes
    when Muhammad Ashraf open the handkerchief cash of
    rupees 50,000 missing and there was only papers left
    in the handkerchief.  City Police Chakwal registered a
    case against the unknown accused and started searching
    them.

    ISLAMABAD,  : Although women's education witnessed a major improvement in the 1990s, still Pakistan is considered to have a largest gender gap in literacy ratio.

    The Pakistan Education and School Atlas, which was published recently for the first time having maps and graphics of all the schools in the country, has shown male literacy at 60 per cent and female at 36 per cent.

    It said there was a sharp progress of education among women with the literacy rate rising from 16 per cent in 1980 to 21 per cent in 1990 and jumping to 33 per cent in 1997.

    In the 1990s, an emphasis on female education pushed the literacy rate up by 1.5 per year.According to the atlas, the total number of schools in the country is 182,636; 149,280 in the public and 33,356 in the private sector. There are 142,308 primary schools, out of which 127,709 are in the public and 14,599 in the private sector. The number of middle schools is 25,461 - 12,984 government and 12,477 in the private sector.

    The number of higher and secondary schools is 14,867, out of which 8,587 are in the public and 6,280 in the private sector.The total enrolment is stated to be 21,897,961 - 16,086,902 in the public and 5,811,059 in the private sector. As many as 14,124,819 enrolment are in the primary level, 3,409,704 in the middle and 4,363,438 in high and higher secondary school levels.

    In 1947, the country was faced with overwhelming problems in education. But it not only maintained the inherited institutions but also significantly expanded the education sector by establishing new schools, colleges and universities.

    At the time of independence, there were about 8,413 primary schools and 17,800 primary schoolteachers. However, in 1998, the number of primary schools increased to 163,746 with 374,500 primary teachers. Despite the increase, the education services still remain inequitably distributed among income groups, urban, rural regions, male female.

    Less than one million students were enrolled in schools in 1947. In 1998, more than 15 million school-age children were enrolled only at the primary level and eight million children were out of schools in 2001. Participation rate was 84 per cent.

    Though the literacy rate has increased from 16.4 per cent in 1951 to 49.51 per cent (estimated) in 2001, still 48.8 million people remained illiterate.Though the overall literacy rate is just about 50 per cent, there are some sharp dividing lines that mask pockets of strengths and great ignorance.

    Another dividing line is between urban city dwellers and rural villagers. Urban literacy jumped from 47 per cent in 1981 to 65 per cent in 1997.Rural literacy has risen from 17 per cent to 34 per cent in the same period and even in 2001 remained below the urban rate of two decades ago.

    CHAKWAL JUNE 10: Chief Justice Lahore Highcourt Mr.
    Justice Iftikhar Ahmad Chaudhary have provided
    motorcycle and cycle to all the district courts of
    Punjab province to improve the working of judiciary.
    Two motorcycle  and 12 bicycle were provided to
    District Courts Chakwal. District and session judge
    Chakwal Ch. Riaz Ahmad on Monday handed over one each
    motorcycle civil Nazir Chakwal Malik Zafar Iqbal while
    the 2nd motorcyle were handed over to session court.
    Bicycle were also distributed for the courts of
    Talagang and Chakwal.

    CHAKWAL JUNE 10: Three armed person snatched a taxi car
    and after throwing driver in a deserted place, they
    were managed to make good their escape with the car.
    The car was booked from Dhudial by three unidentified
    persons and when they reached near village Doultala
    the accused took out pistol and on pistol point they
    tied hands and legs of the driver and flew him away in
    the deserted place. Haji Muhammad Hussain Gondal the
    owner of the car got registered the case in the police
    station. And police started searching the accused. In
    the meantime two unknown person deprived a commission
    agent at Dhudial chowk with an amount of Rs. 32000/-.
    The commission agent Duraiz was sitting at his shop
    and he was alone when two persons entered the shop.
    They sprayed something into the face of commission
    agent and he immediately got fainted.  The accused
    took rupees 32 thousand from the pocket of Duraiz and
    fled away from the scene. Dhudial police registered a
    case against the accuse and started searching them.

    CHAKWAL JUNE 10: The development schemes recommened by
    five MPA’s  of district Chakwal have been started and
    Punjab Govt. has provided Rs. 50 million for these
    development schemes. The five MPA’s Ch. Ejaz Farhat,
    Mr. Malik Tanvir Aslam, Syed Taqlid Raza Shah, Col.
    Sultan Surkharoo and Mrs. Maha Raja recommended farm
    to market road, water supply scheme, pavement of
    streets and drainage and other various development
    scheme in their constituencies.

    40 young Pakistanis stuck off in Yemen Sea

    ISLAMABAD June 9  The renowned human and civil rights lawyer Ansar Burney has urged upon Pakistan's President General Parvez Musharraf and Prime Minister Jamali to repatriate and save the lives of 40 young Pakistanis who were cheated by agents in Pakistan and are stuck off at Aden Sea Port in Yemen, where they are hungry and now becoming mental patients.

    In a letter to President and Prime Minister respectively, Mr Burney informed that he would like to bring into Your Excellency's kind notice that 40 young innocent Pakistanis are stuck off at the Sea port of Aden in Yemen, where they are going to die if no help will provided to them. The Ansar Burney Welfare Trust International is trying it best to save their lives and bring them back to Pakistan.

    Chairman, Ansar Burney Welfare Trust International, Ansar Burney said that these 40 Pakistanis are starving, drinking rusty water and have no medical facilities on two dead Ships at Aden port in Yemen. Due to these pathetic conditions one of these Pakistanis tried to kill himself and now he has become mental patient. Some of them jumped in to the sea to reach ashore for assistance and food.

    "These Pakistanis paid a huge amount of money to agents in Pakistan for arranging their jobs on a ship", Burney informed.

    "A few months ago when they went to Yemen and joined the ship, the owner of the ship did not pay any single penny to these Pakistani youngsters due to that, they are facing pathetic and crucial time on the port of Aden", Letter said.

    These Pakistanis are on M.V Yaseen (Sheza) M.V.Buchear, M.V. Adem and allegedly booked by Pakistan's Global shipping agency Great Easter, Ocean ship management and seaways.

    "The responsible of the shipping agencies that booked these young Pakistanis for Yemen (Aden) are already apprehended by the F.I.A at Karachi but nothing has so far being done to bring back/repatriation of these 40 innocent Pakistanis from Aden port". Letter informed.

    "The 'Ansar Burney Welfare Trust International' will highly appreciate if President Musharraf and Prime Minister Jamali could do something to save the lives of dozens of young Pakistanis and ask the concern Ministry for the repatriation of these innocent Pakistanis on urgent basis", Ansar Burney added.

    CHAKWAL JUNE 9: A man was killed in a roadside accident near village Dub in the area of Sadar Police Station Chakwal on Sunday morning some six kile meter from here at chakwal sohawa road. The deceased Shahid Iqbal was crossing the road when a speedy Pick Up No. SGF6864 appeared on the scene and hit Shahid Iqbal and he was rammed. Shahid iqbal was shifted to Distt. Head Quarter Hospital Chakwal in a critical condition but he died.Sadar police Chakwal registered a case against the Driver Aftab hussain resident of village Thirpal who was managed to make good his escape from the scene, however police has taken the pick up in to its custody.

    CHAKWAL JUNE 9: Sadar Police Chakwal nabbed five-drug pushers in five different raids while an illicit arm was also recovered. Police arrested Muhammad Javid son of Madad Khan resident of Village Thanil Fatohi and recovered 250 gm chares from him, 110 gm chares was recovered from Mazhar Hussain resident of village Thirpal, police also recovered 115gm chares from Muhammad Shafee son of Allah Dita resident of village Thanil Fatohi while 40gm chares was recovered from the accused Zariat Hussain son of Aniat Hussain resident of village Dhab Kalan. Police also arrested Badal Khan son of Amir Khan resident of Mohallah Bhatian Chakwal and recovered 45gm chares from him. Sadar police Chakwal also recovered a 32 bore revolver and two bullets from an Afghani Nasrullah Khan son of Amanullah Khan presently residing at village Mangun. Police has registered separate cases against the accused and sent them in the judicial lock up.

    CHAKWAL JUNE, 7.Interior Minister and Chief Minister
    Balochistan are responsible for the killing of Shia
    leader Syed Niaz Hussain Shah in Quetta and Government
    is failed to protect the life and property as well as
    law and order situation in the country.  This was
    stated by Voice President of Muthida Majlis-e-Amal
    Allama Sajid Ali Naqvi while addressing a big public
    gathering at the Nimaz-e-Janaza of Syed Niaz Hussain
    Shah at Village Bhoun District Chakwal.  Mr. Naqvi was
    of the view that the killing of Shia leader is to fail
    the shahriat bill as well as Muthida Majlis-e-Amal.
    Mr. Naqvi said that there is a no issue of Shia and
    Sunny in the country and anti-Pakistan and anti-Islam
    forces are active to destabilize Pakistan under the
    guide of sectarian violence in the country.  Syed Niaz
    Hussain Shah was Admin Officer Survey of Pakistan as
    well as Voice President of Imam Bargah Sajadia when he

    opened fire on him in Satellite Town Quetta.   Mr.

    people as in the current October election that the
    domination of religious element had alarmed the think

    Akram Awan was confident that the present
    confrontation between Government and the opposition
    will pave the way of dissolution of Assemblies and it
    is best suited to military rulers.  There were the

    Chakwal Hassan Mabroor Kiani awarded one year rigorous
    imprisonment to a drug pusher of Nila Police Station.
    The 75 years old accused Muhammad Buksh confessed
    before the court that Nila Police had recovered 10
    gram chares from him.  The learned Judge also fined
    rupees three thousands to him.  The court adopted
    lenient view for the accused due to his confessional
    statement.

    NWFP Assembly unanimously passes Sharia bill

     

    PESHAWAR, June 02 : The North West Frontier Provincial Assembly of Pakisan consisting of majority of MMA members has passed Sharia on Monday.

     

    The bill was adopted unanimously by the members of the NWFP Assembly after the opposition parties withdrew amendments they had proposed earlier. Governor Syed Iftikhar Hussain Shah will have to sign the bill.

     

    The six-party Islamic coalition of the Mutahida Majlis-e-Amal gained a majority in the North West Frontier Assembly in October elections, on the power of a strong anti-American platform. Bringing Shariah to the deeply conservative province was the cornerstone of MMA.

     

    Opposition legislators had tried without success to amend the bill including women's rights. But they ultimately withdrew the amendments and voted in  its favour.

     

    The bill approved by the assembly binds local courts to interpret provincial law based upon the teachings of Shariah. It also calls for the creation of committees to bring the province's education and financial systems in line with the Quran, requires that Islamic law be taught in law schools, and prohibits the display of firearms.

     

    The package contains few specifics, but it comes with promises to ban obscenity and vulgarity, and to set up in a second piece of legislation an "Accountability Force" to monitor corruption and fight "social evil."

     

    The second bill, which the MMA says it will present in the coming days, would create a parallel legal system whose decisions could not be challenged by any court. The bill is expected to face fierce resistance in parliament.

     

    The federal government can still challenge any measure of the Shariah bill that is considered contrary to national laws, which govern the penal system and other federal areas. But the provincial legislature has wide authority to make and change local laws.

     

    Information Minister Sheikh Rashid Ahmed has said the government is studying the legislation to see if any of it conflicts with national laws.

     

    Even before passage of the bill, the hard-line government has begun cracking down on what it considers un-Islamic activities.

    Thousands in the fields of medicine, computers and management are opting to take their skills abroad.

    Apart from a better economic future, another issue is the growing conservative face of the country. Even with a decent career and economical affluence in Pakistan, many people want to leave simply to live in a more liberal environment where women have an equal chance of career growth and where people can live by their own moral standards rather than the ones imposed by the state or by the radical few. So long as the politics and economy of Pakistan do not improve, it is highly unlikely that the brain drain can be reversed or even halted. A new breed of trained and qualified politicians are needed for a new vision and a better future not only to retain trained professionals in the sciences, industry etc. but for the people at large.

    It is very important for skilled people to stay in their countries. In Pakistan many people leave after getting their degrees and this causes a huge deficit in the required manpower. They should be persuaded to come back or to remain here by creating better working environments, for instance ones with less corruption and nepotism. The Government needs to create a lot more incentives for these people to stay and to work for the development of their own country .

    One of the biggest long term economic problems facing Pakistan is its state of education. In fact even its problems of governance and politics are directly linked to its highly unsatisfactory performance in the education sector. Those who talk of taking democracy to the grass roots do not understand that unless you first take education to the grassroots, you simply cannot succeed in keeping exploiters from hijacking the political power at the grassroots no matter what formula you use to devolve power to the lowest rung of society, and no matter how many troops monitor the process and for how long.

    And you could go on spending billions to improve the lot of the agriculture, but unless you have an educated class manning the infrastructure of this sector and right on the land itself, you will continue to face food shortages and continue to increase your debt burden to cover these shortages through imports. Similarly, there is no way you can boost small and medium scale industry unless you have a vast force of educated youth having the ability and the brains to take up risky but lucrative business ventures.

    But while taking education to the grassroots would remain a challenge for us for many years to come what is more important today is to stop the frenzied brain drain which the country is facing currently. The decade long economic downturn in Pakistan has accelerated the brain drain which in any case was very high even during the 1980s when a boom-like situation was created in the country by the dollars which were pouring in to finance America's proxy war against the defunct Soviet Union in the neighbouring Afghanistan.

    In the 1970s too thousands of Pakistanis had left their country in search of greener pastures. But most of them were labourers. This was in a way the decade of labour in Pakistan because after having being exploited to the hilt for almost two long decades by the callous domestic private sector, not only were they being offered lucrative jobs in the oil rich Middle East but even in Pakistan the massive investment that the then government had undertaken in the public sector had caused their demand to go up steeply.

    This sudden prosperity of the semi-literate and in some cases even illiterate lower classes totally unhinged Pakistan's middle and lower middle classes who had always associated prosperity and power with education. So, the youth of these classes which under normal circumstances would have stayed home equipping itself with proper education and then joining jobs having upstream mobility also began leaving for foreign countries in search of better education and better jobs. The professional classes, like doctors engineers, civil servants and the army officers also began using their life's savings and selling the assets of their ancestors to send their sons and daughters to foreign countries hoping that this would ensure the future prospects of their children.

    This was the situation when the country entered the nervous nineties. And during the last ten years, the biggest employer in the country, the public sector had kept shrinking . At the same time, the private sector which had made big killings in the 1980s due to a long drawn cycle of good agricultural output, plus the American dollar led economic boom, instead of reinvesting their profits in their own country to fill the gaps which were being created due to the shrinking of public sector started stashing these profits away in foreign lands. As a result, job opportunities for both the labour classes as well as the educated youth have now completely vanished forcing young Pakistanis, literate or illiterate, educated or uneducated to look beyond the borders.

    This urge of one and all to get out has given rise to a new business in this country-the business of dubious but costly education. Schools, colleges and universities of all kinds of hues and colours claiming to prepare the youth for jobs in foreign countries have mushroomed all over the country. They charge you very heavy fees, provide you with an atmosphere almost similar to the ones found on the campuses of foreign universities, but the quality of their teaching and teaching staff is normally far below even the local standards. The issue here is not of the quality of education found in these institutions, but the fact that every one who can afford, no matter to which class he belonged to , is trying to get his or her children prepared for jobs in foreign countries.

    Of course, there is no harm if we could keep on exporting our surplus labour and educated youth to foreign countries. This will not only ease the supply-demand situation in favour of those who prefer not to go abroad but their remittances would also go a long way in easing the country's balance of payments situation. But what is happening to Pakistan currently is not this simple. It is not the surplus which is going out. In fact the surplus is staying back and adding to the high rate of unemployment. There is an economic boom in the West, especially in America which is attracting the best brains from all over the world including Pakistan. And we are losing by the thousands every year those very youngsters who are needed to take over the management of the country in the coming years. The next generation of the ruling elite of this country have already left. There is not single family from the ruling elite of the country whose younger members have not already gone out for education and jobs. It is the same in the case of the bright ones from among the middle and lower classes and from the families of professionals like doctors, engineers, civil servants and army officers. The stuff which we are left with now is not fit even to man the clerical jobs. And unless something is done and quickly to stop this brain drain, ten years down the line, the country will slip into the hands of the totally uneducated, perhaps even illiterate classes.
